RULES - 13U A


Games will be played according to the Baseball Canada Rulebook unless superseded by the league rules:

1 . Spirit of the League

  • The YEGA League for 13U age category is a competitive ‘A’ league where the focus is on the development and enjoyment of the game of baseball.

    The rules and guidelines are in place to ensure that the players are put into the best situation possible to enjoy the game of baseball in a competitive atmosphere while being given opportunities to develop and enjoy the sport.

    We ask that coaches, players and parents keep this in mind ensuring that good sportsmanship, hard work and passion for the game of baseball is shown on and off the field in the YEGA League towards their opponents, teammates and umpires.

  • Unlimited Substitution - every player present will be placed on the line-up card in the batting order and will all bat in order; players are allowed to move in/out defensively without restrictions expect if the pitcher leaves the mount to play another defensive position, that pitcher may not return to the mound or catch in the same game.

    *All players who are present for a game and in uniform (unless injured and unable to play or suspended for that game by the league or team) must be listed on the batting order/line-up card - any coach who sits a player to gain a competitive advantage will be subject to discipline by Baseball Alberta.

    *Any player who is injured or has to leave the game will be skipped in the batting line-up with no penalty.
    *Participation Rule - A player may not sit more than 2 consecutive defensive innings (one pitch constitutes an inning sat)

    Lineup cards submitted to the opposing team, the umpires and the official scorer are required to have first and last names printed on them.

  • For interlocking games, the HOST team is responsible for having the diamond ready and umpires booked. For non-interlocking games, this will be the home team’s responsibility.
  • For all games, the home team is responsible for game balls.
  • The dimensions of the field will be as follows:
    • Distance between all bases will be 60 feet
    • Distance between the front of the pitcher’s rubber to home plate shall be 44 feet
  • In the event of inclement weather, the home team should make every effort to inform the umpires, the visiting team and Baseball Alberta of a cancellation by 5:00pm

    • Lastly, please remember that the coaches are responsible for your fans and parents in the stands. If a parent’s behavior is intolerable or abusive to any participant in the game you may be asked by the umpire or other game participants to ask for that parent to leave the ballpark. If unsuccessful in doing so, your team may forfeit the game.
    • The “HOME TEAM” must ensure at least one of the attending umpires is certified. If for some reason an umpire does not show up, under NO CIRCUMSTANCES is a coach or any other non-certified person permitted to umpire the game and be in charge of the play. A volunteer is permitted to umpire the bases should there be a certified umpire working behind the plate.

      Under NO CIRCUMSTANCES are we to allow anyone that isn’t registered with Baseball Alberta as a player, coach or umpire to be on the field.

 

2. Start of Games - Definition of an Official Game - and Mercy Rules

           Games will start at 6:30pm

           No new inning to start after 2.5 hours, unless the game is tied

  • Maximum 5 Run/Half Inning Rule - Once the 5th run of a half inning is scored the inning automatically stops no matter how many outs there are and that half inning is over.

    Mercy Rule is in effect (10 run differential when the losing team has completed their 4th offensive inning/at bat).

    All games must be completed even if the run differential exceeds the run rule limit.
    Example - the visiting team is ahead by 6 runs in the final inning, the home team will still bat even though they can only score a maximum of 5 runs.
    Example - the visiting team starts the final inning ahead by 7 runs and scores 5 to extend their lead to 12 runs in the final inning; the home team will still bat even though they can only score a maximum of 5 runs.

    Bunts are permitted.
    Lead offs are NOT permitted.

    Stealing is permitted once the ball has crossed the home plate. If there is a violation, the runner is returned to their base and the ball is declared dead.

    When a team has a lead of seven or more runs, the runner(s) of this team can reach the following base only when the ball is hit or if forced to advance. If the runner advances in error, they are returned to the original base and the ball is dead. A baserunner(s) is able to advance should the defence attempt to make a defensive play to retire a base runner.

    The batter cannot become a runner on a catcher’s miss of a third strike. The third strike, either called or swinging does NOT have to be caught by the catcher. The batter is automatically retired. However, the ball is alive and in play for runners that are on base.

    Intentional walks are NOT permitted.

    Runners are permitted to advance on passed balls including attempting to score at home plate provided that their team is not leading by seven or more runs.

    13U BAT REGULATIONS

    *For 13U, a max barrel of 2-3/4” with (i) a 1.15 BPF (Bat Performance Factor) or (ii) USA Baseball Model with BBCOR “wood like” BPF is permitted. For the 13U age category, using up to a minus 10 - length/weight differential is permitted.

5. Equipment Requirements

  • All players are required to wear proper equipment in the field of play. Field of play is defined to include the bull - pen areas. Required equipment includes:
    • Jersey - tucked in.
    • Helmets must fit properly. Chin straps are no longer required.
    • Catchers must have proper gear. Bullpen or warm - up catchers must have a mask on. 

6. Reporting the Game Results

  • The WINNING TEAM is responsible for submitting game scores within 48 hours of game completion. Instructions on score entry will be sent to each team prior to the start of the season.
